The best thing I did for Tinsel was to teach him to target. Whenever something frightens him I put it down and ask him to "touch". We worked for a long time on only asking him to touch things he was comfortable with and now he will even touch a person if I ask for it - just not always open to them touching him. We had a guest one day and she came into my kitchen and stood there with the sun beaming in behind her. To the dogs it was a moving shape. All reacted at first and then she spoke and Phoebe went to investigate. Rhiannon followed but Tinsel was spooked. I asked her to sit at the island and pretend there were no shelties in the house. After about 10 minutes I gave her a treat and then asked Tin to "touch". He did, realized she was just a human and took the treat from her.

Whoa, back in the day I came home w/ a new frizzy perm. My sheltie growled and barked furiously! After awhile and some sniffing, he finally figured out it was me
