That's (probably) irresponsible
and dangerous. She may be completely fine after she's done with the post-op meds, but in the meantime she's risking the well-being of a member of her family (dog). I used to work at a major regional brain & spine surgery practice and I can't tell you how many patients completely ignored the post-op instructions while on the post-op meds. No driving, no activities outside the house without supervision, etc. (I say 'probably' because it's possible her meds are not having an effect on her state of mind.)
Of course with the lady you mention, it sounds like she has always let her dogs run off leash, which as you've previously mentioned is against the law in your area. So there you go - unlawful citizen before surgery, unlawful citizen after surgery. Sad that it is affecting you.
