My property backs onto parkland. Everyone freakin' morning, I gett two dog walkers walking off leash past my back fence. As luck would have it, they seem to be the exact same morning schedule as I. I let my dogs out to pee, and they walk by.

These two walkers do NOTHING to call back their dog. Indy runs frantically up and down the fence line, these dogs lunge and bark back at him and the owner just walks calmly by.

I walk my dogs off leash in the same area, but if my dogs attempt to approach a backyard, I'm on them in an instant. I can't imagine why these people think this is ok?

I just found out today from my dog store people(they do dog walking too) that this lady is one of their clients, that she is heavily medicated from some kind of surgery. This makes me even more scared because now I know she really isn't all there, yet, she still allows her dogs off leash, To me this is just incredibly dangerous for everyone involved.

That's (probably) irresponsible and dangerous. She may be completely fine after she's done with the post-op meds, but in the meantime she's risking the well-being of a member of her family (dog). I used to work at a major regional brain & spine surgery practice and I can't tell you how many patients completely ignored the post-op instructions while on the post-op meds. No driving, no activities outside the house without supervision, etc. (I say 'probably' because it's possible her meds are not having an effect on her state of mind.)

Of course with the lady you mention, it sounds like she has always let her dogs run off leash, which as you've previously mentioned is against the law in your area. So there you go - unlawful citizen before surgery, unlawful citizen after surgery. Sad that it is affecting you.
