Default poodle fur issue

Our guide dog foster Harley is 5 months old (Dec.4th) He is having some problems with his hair. Around his shoulder area, where you put the flea control on, is starting to break and is shorter than the rest of his puppy fluff. It is progressivly getting worse each month when I add more flea control. I have to keep flea control on him, but he looks terrible! Is there any pills out there for fleas that does not have heart worm meds in it? Pilot dogs sends heartworm preventative, so they will not pay for the combo from the vet. Any other suggestions on what I can use?

Forgot to add, we have tried just about every type of topical flea med. THe vet gave me free samples of everything he had and i even tried generic frontline from walmart.

Comfortis is an oral flea medicine that doesn't include heartworm medicine.

I am going to have to ask my vet about this medicine, maybe he can order it. When I asked the receptionist yesterday she said they have no oral flea control other than triflexis. I have to get the meds from the vet or pilot dogs will not pay for it.
