Board Rules keep showing up

I was seeing it before and after logging in. I stayed logged in for days and it was slways there. It was before the boards were listed such as Welcome ect. It was there for about a month...and it was extremely irritating. It was the first thing you saw. I tried coming to the board after being signed off...and again when signed on. Always showed up. It is no longer there
