I brush with a water spray only, so if the dog is already damp, that's one less step.
Brushing after rain?

When mine are soaked -- as in after a bath or a rain romp -- I let them get damp dry and then brush. I agree -- one less step!

Just to clarify, I groom when I feel like, not when the weather dictates.
So when they come in wet, they get toweled dry.
When I'm grooming, I do use either a spray bottle with diluted leave-in Shampoo or leave-in conditioner. I never brush them dry.
So its really just a matter of preference. I don't mind rumpled butts coming out of towelled dried pups. But I really hate scraggly feet. Which remind me I have to eat dinner real soon, because pups paws are getting done tonight!
