Buddy's cough

Our sweet Sheltie, Buddy, has had an asthmatic kind of cough attack that happens quite often and now has become much more frequent lately. He starts out by wheezing and then it ends with kind of a cough/dry heave. When I asked the vet about it, he said that Shelties tend to have a narrowing of their larnyx as they age. The problem is that he is getting worse, and I feel so bad for him. We thought maybe it was either too dry or too damp in the house, so we've tried running both the dehumidifier in the summer and a humidifier in the winter. I thought it was helping for a bit, but now it doesn't seem so...

Does anyone have the same symptoms in their Sheltie or know what this could be?

I'll have to look up "kennel cough" to see what it is... He is in the house mostly, sometimes outside when it isn't too hot...

The vet checked him, although I don't know that it was specifically FOR the cough. I had taken him in for a foot injury, and I mentioned the cough, too, but that's what he said then.
