Car chasing

I'm new here-and I have a question about the whistle. What do you do after you blow it? Do you call the dog, because ours doesn't always come when she's in the "chase mode." Seems like she gets crazy and doesn't pay attention to us (or the treats) at all. We need help!

As soon as he stops I yell out the word "treat" first, then his name and crunch a treat or chip packet. Deska is very food focused and he can hear a treat packet from a mile away. Mind you I usually get half a dozen other dogs heading toward me for a treat too. If I am not sure he will come after the treat I yell "See ya" and start running away. I say "see ya" when I leave for work each day so it signifies to my dogs I am leaving without them - which always worries Deska. You need to find the word or phrase that your dog takes the most notice of. Even tho I am mad as hell at Deska, I will still give him a treat and a hug (while surreptitiously putting on his lead) when he comes back. Plus I only blow the whistle when he is not focused on me as I dont want him to associate me with the bad noise.
 
While I remember, Tully was a really bad bike chaser but I manage to stop her with a squeaky ball. The squeak got her automatic attention - in fact it got the attention of any dog in the vacinity - something about dogs and squeaky toys. The ball part was an added bonus for Tully because she is ball focused.
 
soda can with pennies in it

Would the soda can with pennies noise work here? Could you walk around with the can in your pocket and shake it if the barking pulling and chasing begins. Or would this make him afraid of you?
