We use and recommend
Japanese Yutokuban tape for ears, for a number of reasons (some of which you've already encountered!). It gives you more subtle control of the ear, and can be adjusted as the puppy grows, and doesn't need to be cut out like glue often does.
Here is a diagram of missjenneygirl's technique, which Lightplum was kind enough to upload years ago. It's great to be able to whip out the link when someone on the Forum has an ear question!
We start puppies in tapes around 8 weeks (after gluing the ears at around 5 weeks), and unless they're showing, they stay in tapes until they're a year old.
