Our son just recently rubbed his head on his brother's head and neck area. Why did he do this? I was holding the other dog because he is still wild, due to his young age.

LOL! First off, its important that you distinguish between furkids and humankids! For me, sons and daughters are still human. Shelties are furkids and not a son or daughter.
When I first read your email I'm thinking "their humankid is rubbing heads with his brother - which brother? Human or fur?
Then I got it.
I have two Sheltie boys. They constantly rub against each other and sniff each other. Sometimes, its as simple as one of them just pooped, and "gee, that smells enticing". Sometimes, I bring one home from the vet and they bring home other new smells.
Sometimes one of them has rolled into something, and that gets their attention too.
When I groom the dogs, the dog waiting to be groomed will sniff the other, particularly if he just got a treat for being groomed. Hmmm! Something new!
All to say that dogs have very heightened sense of smells. This is normal behaviour
