In my experience there are people who know and when they didn't know were told and just choose not to believe the truth. Not all dogs do well around other dogs. Some dogs are aggressive and they do need more supervision and training if you want them to use public spaces. However, you can't manage what you refuse to acknowledge and constantly excuse.
