Dry Skin Spots?

Just over the course of the summer, my sheltie has developed dry skin spots all over, and I mean ALL over the place. I noticed them when I was petting and scratching him and one of his bag legs started thumping. Then, I noticed them all over the top of him and on the underside as well. I have sprayed natural hot spot spray on them and have also used medicated shampoo. They have gotten a lot better, but has anyone else had this problem with their sheltie/know what it is?

I've come across something similar twice.

The first time was last summer when I was doing a lot of water rehab with Sadie. All the swimming made her fur shed (plus the prednizone she was on), then I let it dry naturally, which took hours. I didn't brush it enough and I found dry, scaby skin underneath when I brushed her, plus all the dead fur was making her smell bad. I brushed her really good and bathed her and the scabs and flakes went away.

Milo, my parent's sheltie wasn't being brushed enough either and had spent some time in the water. I got a ton of fur off of him last week and his skin underneath was very flaky. I bathed him and he seems to be doing fine now.

Is it possible that your issues with your sheltie is something similar? We've had a really hot summer here so the dogs have been shedding worse than normal.
