Food aggression

I'm not a behavioral expert, but I would recommend not feeding Kiba on top of Cleo's crate. Cleo's crate should be her safe spot and knowing that Kiba is eating on it/near it could be frustrating. I know you said she can't see Kiba, but I'm sure she can still smell it.

And hear it too - kitty crunching on kibble makes a distinct noise.

I agree, feeding the cat on top of her crate could be the root cause of the problem. I feed my cats in the laundry, I've put some plywood over the laundry sink and use it as the feeding station. It's not like I use the laundry sink that often, and when I do need to I just move the wood. You could also try a bookcase or shelf or even the bathroom. Remember cats can jump quite high (unless the cat is really old).

We're gross--our cat eats on the kitchen counter

We're grosser -- Casanova's bowls are on my bathroom counter, next to my make-up. Casanova likes to eat while I brush my teeth. It actually seems to work pretty well, and Oberon never tries to get to it.

I may just suck it up and clear an area on my counter by the trash can. We do have a ton of counter space and this is the farthest area away from where I prep food. It is an area where we normally keep the bills until they are paid. I can find somewhere else to put them. And I will get a nice little blanket to fold up and put there so he is not actually resting his bum on my counter tops.
