Help! Barking at houseguest dog

My mom is visiting for the entire weekend with her 3 year old, poorly socialized mini-chihuahua. She is scared of everything & won't let Sassy near her & my mom babies her. Sassy doesn't understand & wants to play. I keep Sassy on the leash with me but she just does that Sheltie whine & bark non stop. Moms dog is always with her in the house & Sassy with me unless I put her in the crate. I don't want to keep her crated all weekend :confused2: I know Sassy needs work but I feel like she is being punished for being friendly.
 
Thanks Dawn. She is doing better. I started giving Sassy lots of treats everytime she laid down when I told her or looked at me. Then, if she looked at Moms dog & was quiet I treated her. Now I have better luck getting her attention when she starts barking.
