it is all about business, who controls whom when walking... do not let your dog pull, stop. Turn around, physically turn your dog around if you have to, start walking in opposite direction... but prevention is the key, do not let it escalate, you see some dog at the distance -stop, put your dog in sit- down position, play watch me... if it does not work at close distance, figure it out which distance appear safe for your dog, stay there, next day come closer, repeat ad nauseatum... stay calm and do not get tense when YOU see other dog, breathe evenly and deeply, your tension will translate to the other end of the leash...
you are dealing with 2 issues though- one is pulling on the leash to get desired results and second frustration from inability to socialize with other dog.
Regarding socialization I have noticed that Che is much more mellow when he had a good run at doggie park, so playing with other dog on the leash or at the class becomes no issue... you might want to up socializing your pup with more dogs in leash free environment.
