I've found that pork rinds make a very low-calorie, no-carb treat that dogs really like. Plus, they can't bolt them all at once; they have to chew them. Another good treat is jerkey made in a food dryer from thin strips of round steak; there's not a lot to them in caloric terms, but the dog has to chew them, which I believe makes them think he's getting something really substantial. And you get enough of them in a 2-lb piece to last several weeks.
For training I use Bill-Jac liver treats.
