I agree with everyone else. Just one thing to add. You are probably right he is getting a little stir crazy. Atm running around is probably better fun than coming to you, because coming probably means one of two things - a treat or getting taken inside. If there is no treat why should he come when it just means no more fun.
I would try using your recalls in a fun way. Dont just call him to come inside. Do a recall and when he comes have a play, then send him away again. If you have trouble getting him to come to you without a treat then try running away - very few dogs can resist chasing a moving object. You can even turn it into a game - Deska loves it when I move away (esp if he is in a stay) then raise my arms and say come so he can run to me, esp if I am running away (well moving quickly away - I dont really run).
