I was gonna say what take4roll already mentioned.
Romeo was like that as a pup. He'd be so excited and want to meet other dogs but coz he's restrained I think some frustration built over time. Now he barks and lunges. It may be worthwhile training her now to ignore dogs that go by while you're on walks (as if they were background noise).
There's a time and place for meeting other dogs anyway, and strange dogs you meet on walks while on leash may not be the best time - the leash could get tangled up with a dog that might not be particularly nice and Lexi might get traumatized by that experience. It has happened to Romeo too. I made so many mistakes when he was a pup!!
