Sheltie in Ohio shelter

I am in Ohio and have not heard of the rescue. Portsmouth is down on the Ohio River and is a considerable distance from me here in the Columbus area. I'm sorry that I can't be more help.
 
According to the Shelties available page on Facebook, this poor little guy has been picked up by a rescue. Someone had notified Central Ohio Sheltie rescue and they were going to pick him up, but a rescue called Almost Home Collie Rescue got there first. In any case, hopefully he's now safe.

I'd link the page, but I'm pretty sure it's a private group and wouldn't show up unless you're a member.
