A reactive little girl

haha! I always say to myself I'm going to get up early and walk them and never do. I usually find myself waiting until around 830 pm or even later... It's so wretched here in the summer :(
 
There's no need to feel guilty - your Lily is just becoming an adolescent. They all go through it more or less - Lily is just acting out.

When she starts barking and lunging at anything while she's on-leash, IMMEDIATELY, without saying anything, turn and walk rapidly in the opposite direction. When she stops, praise & treat. Repeat as necessary. She's not stupid - she'll get the point eventually.

If it makes you feel any better, my Border Collie, Max was a real doggie-douchebag for almost a year. I got so discouraged, but then one day, he just stopped doing it. Your consistent handling will cure Lily of this overly-social behavior! It just takes time.

Since my husband leaves the house for work at 3:30 am, I usually walk my Bella just after he leaves. It's black as pitch (no street lights), but it's well before the massively hot day has begun. It's been like a muggy desert here in Georgia for the past month - high temps in the 90's every day, and humidity 80% or more. Absolutely brutal! But if you walk early, it's very pleasant, plus the added bonus that we don't encounter the five pit bulls in the subdivision who are routinely walked off-lead and have cornered several children. (Yes, we have a leash law. No, they cannot cite the owner unless the officer actually sees the violation.)
