The Glucosamine should have no sleepy side effect. It's not a pain killer, but I believe something of an anti-inflammatory.
If she's not on it currently, you might want to look into it.

The Tramadol is a narcotic pain reliever- probably what makes her sleepy. The Glucosamine is a joint supplement. Usually, vets/doctors try to use more than one joint supplement like chondroitin, msm, SAMe (S-adenosylmethionine), etc.
I'm sure that the vet has evaluated your sheltie's condition and prescribed the best combination of meds for her.
In addition to the sling mentioned in an earlier post, there are carts that will help her by supporting her weight and allowing her to use her front legs to move around. That wouldn't really help with stairs but might help her to adjust to the feeling of having her back end supported and making her more comfortable with using just her front legs to move around.
