We've never had much of an issue with collars but Annie has had matting issues so we have only had her wear it when out. With Covid that hadn't been often until recently when I started walking her separately from the new puppy to give her some Mom time.

She scared me to death when she slipped her collar today and I had a horrible time trying to get the buckle back together and I realized we need a better option. She has an incredibly puffy neck so I need something that can deal with the fluff. She isn't much of a puller, a pretty passive walker.

I would like something if possible that would carry her tags as required by local ordinances when she's in public.
 
Well, you could have her regular collar with her tags on and then use a slip leash. I have one for Meadow. For Elijah who scared us half to death the day we brought him home (came around a corner which startled another dog coming the other way into barking and Eli freaked out and tried to pull away) we use a soft collar that is similar to a choke chain. By that I mean it has two rings and you thread the material through one ring and attach the other ring to your leash. They tighten if a dog pulls but are slack with no pressure. His is rolled nylon.

You could try a harness as an alternative but I've not been a fan of those and neither have my dogs.
 
I do exactly what Sharon does. I use slip collars from the time they're puppies that are rolled fabric my dogs wear whenever I take them out. They don't wear collars with tags but you can use one of these in addition to your regular collar, they're light and thin. Here's what they look like.

I've also had dogs back out of harnesses, so I don't recommend those either.
 
Here our local community requires that dogs wear their tags at all times Teddy wears a leather spit ring collar just tight enough it won't fit over his head. I can get 4 fingers under it with room left over
On walks he wears his harness, which he loves and keeps pressure off his neck.
There are major debates on which is better, safer or prettier. I will just say it's a personal choice and there is no wrong answer . Or the old adage agree to disagree.

I would 100% recommend a martingale collar. Adjusted properly it shouldn’t come off when they back up. I prefer ones that are nylon/chain as opposed to all nylon, they just fir better but are still easy on the neck especially with a dog that doesn’t pull.
 
I've used martingale collars and regular collars. I like the easy walk martingale type harness that clips in front, great for preventing pulling. I can't see how a dog could get of it, it's also easy to put on and take off
 
I cannot find a collar to use all the time for Ozy’s tag that doesn’t cause mats in the soft hair behind his ears. The latest try was a rolled leather but the mats are still coming. I use a martingale for training and walks and take it off when I get home. Any ideas?
 
I think some Sheltie’s just have such fine fur around the ears there’s not much you can do to stop them besides running a comb through it every night. I have found a bit of baby powder or corn starch sprinkled in and then combed through will help keep the matts at bay. Of my 3 Piper and Finnie rarely get a matt…Blueberry gets them all the time.
