I do believe that TDI will not certify a therapy dog until they are one year old. You may want to check into some of the other ones I listed. I am not sure of the age minimum requirement on those places. My assumption is that they will all be at our around 1 year old.
You can search them yourself, but use the words "therapy dogs" versus companion dogs.
