I just received an email from the shelter that has Cooper, and they said he has been adopted out. Here is my letter, and their response, (which is at the top).
Cooper has already been adopted.

Hello,
I saw Cooper on Petfinder, and was concerned. I am not in a position to adopt at this time, but I know any sheltie (I have one I adopted from Austin Sheltie Rescue) becomes very stressed in a shelter environment (I volunteer at the local pound myself) and a stressed, nervous dog does not attract new homes easily. I wondered if you have considered placing him in a rescue program? I believe the screening process and the care the dog will receive in a foster home will improve Cooper’s chances of finding the perfect home.
Respectfully submitted,
Beth Spiess
