From what I've heard there are a couple things they can do. They can freeze them off, or use a laser and burn them off.
 
Maggie absolutely HATED it when we plucked them and it took both of us to do it. The surgery consists of freezing the eyelids and it kills the hair follicles. About 2 wks or so after, I took her back and the Dr. removed and remaining hairs that were still attached. I think her case was severe, as the Dr. stated she had a complete second row of eyelashes growing inward on the inside of her eyelids and you could actually see all of them with magnifying glasses.
 
As an update, we got the second hair...finally. It was really tough.

I'm really hoping that that's the last one for a bit. I felt bad that her eye was so goopy and irritated and we couldn't help her.
