Might be okay in a puppy, that is still able to process lactose. But adult dogs lose the ability, and goat's milk has the same amount of lactose as cow's milk (and is much higher than bitch milk). So unless it's lactose free I'd be avoiding it, unless you want to give your dog wind, and potentially upset stomach and diarrhea.
I'd be questioning a company that encourages feeding any milk to adult animals. Research shows that raw milk does not contain more lactase and is not better tolerated by the lactose intolerant. Remember dogs have true lactose intolerance (missing the lactase enzyme) and so cannot digest the lactose at all. Interestingly, research also found that the people who were finding benefits from raw milk were not missing the lactase enzyme, but were generally 'milk' intolerant for other reasons. Being lactose intolerant and formally a health executive I've done a lot of research myself into the issue. So while there's nothing wrong with milk, give them lactose free or if you want to give raw, purchase some lactase enzymes - you add it to the milk to break the lactose down.
