Pee trays and pads are very popular here because most people live in high rise flats. We don't live in a flat but don't have any grass either, only decked and tiled front and back yards respectively. So Romeo pees in a pee tray with peepads and newspaper in the house most of the time. But he's also trained himself to pee into drains around the house. His aim is not bad at all! He'll do it in the drain in the backyard and also in the little round drainage ones in the toilets. And he also marks a heck of a lot outdoors. If I take him to some one's house or an indoor pets place, there's always a pee tray around! 
But if there isn't, I just stop him with a verbal uh-uh as he lifts his legs to go and take him somewhere he can do it.
I think taking a soiled pee pad out to the garden is a good idea. You might need to fold the pad in half after a week or so of doing it on a peepad outdoors, and then quarter it for another week and finally removing it altogether.
