Welcome to the many joys of owning a Sheltie (or more correctly, being owned by one). Once you've had one, no other breed of dog will do.
I am also disabled, but had a Sheltie well beforehand. They are such sweet little companions and such a comfort.
The barking thing isn't too bad with my current Sheltie. She is a 6 year old puppy mill rescue, and she only barks if she's playing or extremely happy, or I've got treats I'm not handing out fast enough. But fortunately, I live near the end of a very quiet country street so we don't get much activity for her to bark at.
