Growth after 10mos?

Had to deal with a tick over the weekend and the fun meds that come with it. Anyways, while at the vet, Sansa weighed in at 18lbs...hardly any change since a month before...and she's about 2/3rds the size of any of the local shelties. (small...I'll get a measurement tonight) Is it a pretty good bet she's just a small sheltie that's going to stay that way? (Standards be damned, the locals like everything small so I'm guessing this is just a result of that...the dam was small but they never said how small)

Sheltie girls can grow up until their first season, which usually happens around their one-year birthday. If she's been spayed, she is probably done growing. She will likely still build muscle and if she's intact, could grow a bit taller. 18 pounds is not a bad weight depending on her height; mine all average around 20 pounds and they're right in the middle of the standard.
 
Spirit basically stopped growing by the time she was 6 or 7 months, and stands 12" tall and 12 pounds. Under the standard, but she's a performance dog and not for conformation so that doesn't matter to me.
 
Piper pretty much reached his full height of 14 1/2 inches and 18 1/2 pounds by 1 year old. His breeder told me that typically the males tend to take a bit longer to reach their full height than females.
 
Both mine had a small growth spurt around 12mths. Tully grew to reach 13". She weighs about 15 1/2 pounds, when she was younger she didn't get above 14lbs, Vet thinks her current weight is perfect. I did discover when she had her hip replacement, Tully is very large boned, which explained why she can look so petite compared to Deska yet weigh only 8lb less. Weight isn't really a good indicator for 'petite-ness'
 
Sorry it took me awhile to reply, missed the chance to measure her that night and was out of the country for a week. (while converting another person to a Sheltie lover...I think they're done with Pomeranians)

I just measured her at around 14.5in (37cm) so either she had a growth spurt while I was away (she does seem "slightly" bigger) or most of the local shelties are oversized.
 
Interesting, I'd always thought the Shelties in Japan would be smaller. I think they look smaller when they are finer too. I met a thin sheltie on the weekend that was the same height as Deska (16") but was so fine boned it looked a lot smaller. Deska's thin but he isn't fine boned. Also when the coat gets thicker it also makes them look bigger.
