Try one step, treat, back down. Keep this up until she is comfortable with one step, then move to two, etc.

Yes, this is exactly what I had to do....one step at a time. All 20 of them! But once done once, there was no issue after.

Shelby stared running the steps within 1 week of brining her home. I remember DH calling me at work b/c she discovered the steps and he was afraid she would fall through the railing. I told him we would need a baby gate until she was bigger. He couldn't go get one right away so a few min later I get the message that he solved the problem, he put painters tape across the steps and between the railings 
It worked until we were able to get a gate. She didn't like the sticky tape.

So I put her on the second step with a a handful of kibble on the first step, she stared at it, and stared at it, about 4 minutes later she moved one paw over the edge and hung her head down over the step, waited there another 2 whole minutes and added the second paw…more waiting, and finally she came all the way down. Second time it took about 40 seconds, third time another 2 minutes. We called it a day. Will try again tomorrow.

What a darling video.
My Laddie loves stairs. We do not have any, but a few weeks back, we stayed at a friends home that has a lot of stairs, I thought he might be afraid, but nope, he took to them like a duck to water. He even plays ball on them.
Maybe if you put her favorite treat on each one, she would go down easier, getting the treat would take her mind off of her fear. Just a thought.

Precious video. Lucky didn't help me a bit on the steps with Lil' Lady.
I was looking at the steps on that video, didn't appear to have any
carpeting, so that is even more of a task for a pup.
