My 8 year old neutered male (Eskie) is not always a leg lifter. He mostly squats, but does lift his leg once in a while. I had never had a male that didn't lift his leg until we got Milo though.

My shepherd mix was neutered by rescue around 3 months. He NEVER EVER lifted his leg til I adopted the spayed sheltie female. Immediately after, he started lifting. Cubby my sable pup is now 11-1/2 months. He was neutered a couple weeks ago. He has never lifted even though he sees the female squat and the shepherd lift. He stands and pees like a racehorse so far.
As to potty training, be persistent and go back to basics and potty training. Do give him plenty of times to go out. Girls seem to hold it much longer and perhaps you are asking too much of him.

Savannah squatted until she was spayed, and now even though she is WAY over the spaying is a leg lifter. I am trying straw bale gardening, and I got the bales aligned on Sunday and Savannah put her front paws on one and let it rip...It must have barnyard smells and she is feeling "territorial" ???? Not sure why it got doused, but she was pleased as punch to do it..she is my enigma pup for sure...
