Help for a basket case

It's up to you, and I'm not there to meet Spice, but...

It hasn't even been four months yet. If you decide to stick it out, I think you will see continued improvements. She is still adjusting. The fact that she was relaxed and confident in her last home is encouraging; that tells you what she is capable of. I don't think that necessarily means that "what is best for Spice" is to send her back.

However, if you are frustrated and unhappy with her, progress will be slow to none, and you and she will be better off sending her back. If you decide to go this route, I strongly recommend that you choose a puppy for your next Sheltie - or, if you prefer to acquire an older dog, select a different breed. It is quite rare for an adult Sheltie to adjust and bond instantly in a new home. If you need a dog who will love you and everyone else immediately and indiscriminately, get a Lab.
 
Well my wife got back from her trip. And we have decided to keep and work with Spice. She has been with us 4 months in a week, The 22nd. We will continue to work with her. Maybe I'll look into a class for her and me.

I'm happy to hear this, Tim! I think, with time, you will continue to see her progress. Taking a class together is a wonderful idea - not only will she learn some new skills, but the two of you will learn how to work together and build your relationship further. I'm looking forward to future updates!
 
Also, PM Woodbender. His journey with Claire (who is far more reactive than your Sheltie) is an inspiration. He'll have some great tips.
 
I love happy endings, and I'm willing to bet that Spice's story with you will be very happy. Sure hope so! She has so much to teach you and vice versa. :)
