First and foremost, get your pup checked to make sure there isn't a medical reason for his weight. After that, I would try slowly increasing his exercise and reduce his calories. To give you an idea of how little food it really takes to maintain a healthy weight in a sheltie, my dog (who is very tiny at about 11-12 pounds) eats 3 1/2 oz of raw food per day. Anything over that and she gains weight. When I have to give her kibble she eats roughly half a cup of high quality food per day.
