smaller shelties can be held by the breeder to see if they make size so they aren't as readily available as the ones that obviously will be larger.
In Brodie's case, he was the 'runt' and his breeder never expected him to grow to the proper size. But I read somewhere that with breeding, there are multiple matings so a 'runt' may simply be a later 'gotcha!' moment. He apparently was as he is perfectly in size.
