Unless it's a young unneutered male with hormones raging, the only ones that do it of mine are the alpha female, and the one who would like to be alpha but can't pass my other girl. They, especially when they are getting ready to come in, will mount the other girls to show their dominance.
Now I do have a friend with a neutered male who actually ties her female every time she's in heat :x
