Your puppy sounds a lot like my dog when she was a puppy. Constantly in motion! I swear she never slept... unless she was in her crate. It just seemed like she didn't know how to turn herself "off" unless you forced her to go in her crate, then she would lay down and take a nap. She is still like this outside of our house. She just can't relax.. not sure if it's anxiety or what.
My suggestion to you is this- give her forced naps. It's not meant to be a punishment, but she needs to take a break. For every couple hours she's running around with Tarra, give her a couple hours in the crate for a nap. I'm not sure if you're crate training, but it's the same idea because while she's in her crate, you don't have to actively watch her.
With Missy, if you let her play too long, she started acting like an over-tired toddler and was just ridiculous. I do not miss those days...
