I live in the city-harmful for a sheltie?

Gavin was a second floor apartment dog (700 s ft) for 7 years.
We had a large balcony where he would hang out and watch the neighbors.
I even has a chair out there for him to lay on.

I think he liked it more than my ground floor condo with a yard!
Here we have a little yard, but a tall privacy fence he cant see through.
He hangs out on the small paved patio, so his behavior is the same as the apartment.

He got more walks at the apartment, I have to admit, because I had to and the immediate area was more suburban with trails and such. The condo is in a more urban area with stores.

You've been given such good advice here. If you spend regular time with your Sheltie, walking, playing and interacting, I think they can be just as happy in an apartment as they would be on a farm. Shelties are smart, fun dogs, so you'll probably want to do lots of things with your new pet. Start checking out what kind of training or Sheltie clubs your area might have.
