I would just say don't let your puppy to be chased by another dogs. If they are playing "you chase me, I chase you" in a friendly way, it's all right. But if the game turns into kind of hunt with hunter and prey, you have to stop it immediately. It's extremely rude from the other dogs and stressful for your pup - he doesn't know it's fun (and it's not), he starts to feel more and more uncomfortable and in the end he's running for his life (from his point of view). Your task is to recognize where the line is. It's doable, you certainly know your pup well and you can see when he is fine and when not
