At 1 year, it's not uncommon for the coat to look like your girls. Many pups don't get to full coat until into their 2nd year. Girls tend to be later, and given that's it is fall, she may have blown her coat just at the age where you're waiting for it to come in.

Give it time.

(At least you don't have a puff ball like my Indy. His undercoat is so thick, and his hair still relatively short that it all just seems to stick straight out, making him look like a total porker.)
 
typical teenager coat. I have noticed that some biblacks tend to have a different texture its usually more silky looking for some reason.
 
Tully didn't get her undercoat until this winter - which was the first winter after her second birthday. Although she had a full mane at 1 the rest of her body fur was pretty fine. Deska turned into a fluff ball around 1 but each winter his coat gets progressively thicker (although not longer).
