Forgot to add, we have taught him to potty on command as soon as he gets outside. We stay out there and make sure he goes and praise, praise , praise. We have now added in a click, treat as well.
 
I'm thinking something medical as well. When's the last time he went to the vet?? It is possible that he has a defect that doesn't allow him to have the capasity to hold it..

Are you able to tell him to stop if you catch him starting to go? Does he have enough control to hold it at all? Does he have accidents in his crate??
 
I would rule out any medical issues, first, and then work the behavior by using the crate and leashing him when out of the crate indoors. Even if there is a medical reason, you still may have to work on the behavior because it doesn't take long for them to develop a habit.

You also might try adding baking soda to your odor removal regimen. After cleaning the spot, spray with diluted white vinegar, blot, sprinkle with baking soda and let it set for a 2-4 hours, until dry, then vacuum. The baking soda absorbs and neutralizes.
 
I have also taught both dogs to go potty when I say ok go potty! I think it may be medical. Max my cocker was going in side after not pottying at all inside for a month so I was concerned and took him in and found out he had a UTI. I would have your vet check him out just in case.
 
A little more info...

Ranger has been on a schedule from the beginning, but he has always needed to go out more frequently, at least every 25-30 minutes when out of the crate.

What kind of defect could he have, and does anyone know how they would test for that?

I have caught him in the act and he does stop then. He does not go in the crate. Sometimes it feels like I am spending all day taking him out and watching to make sure he goes.
