How about a nice downtown area. We have a great one here in Laramie. Several years ago, I saw a gal working her obedience dog in the walmart parking lot.

The smaller branches of our libraries didn't mind me bringing in my puppies as long as they were held. Also I found that smaller shops that were the mom and pop type were very friendly and welcomed both my pups, as long as they were held. Because my girls were smaller, I think that was key. Our community has a lot of service animals, so maybe the attitude here is fairly relaxed, because most places you go, you see the vested service animals. The majority of the community own dogs, probably helps. In the ski towns, especially in the summer, you see people doing all their errands with dogs at their sides.
