I remember people using them in agility class - they're great for a dog who's working off-lead, because the tab just hangs a few inches off the collar (and doesn't drag or interfere the dog) and gives the human something to grab onto should the need arise.

Other than that, I have no experience with them and am interested to hear what other folks might use them for.

Back in the olden days of jerk and yank obedience some people used them to give the dog a collar correction when transitioning to off leash heeling/work. I'm sure some people still use them that way but mostly I only see people use them as handles in agility training.
