Puppy biting and growling on walks

I would try redirection over correction. An overly stimulated dog just gets more worked up with correction.

Try walking your dog with a wooden spoon with peanut butter on the spoon part. Walk briskly and say "yes" when the dog is walking nicely and looking up at you. Hold the spoon down for a lick then pull it back up. Keep praising the dog and rewarding with a peanut butter lick while you take your walk. The dog should get more interested in watching you and the spoon, then trying to bite your feet. Need to keep the mind going.....or the mind will wonder hence the biting.

That's an awesome way to give a reward while walking!
 
I think the best thing anyone can do for their puppy is to find a really good obedience trainer. When Piper was around 5 months old he started barking at everything...Christmas decorations, Halloween decorations, skateboards, kids etc and without our obedience trainer I don't think he would've turned out so well adjusted granted we've taken many more classes since that first one but it's made him a much happier dog.
