Rain slicker help!

So -- I bought the yellow slicker (pictured) when Shay was a pup. He wore it his first winter. By the 2nd winter he had graduated to the big one I had for my Aussie. Melli has been wearing it a lot -- not for rain but for like 2 weeks when she cut her paw and now in the car because she drools so badly. I thought I would pick up a second (pink -- pictured) from the big A. It was delivered Wed. and REEKS like mothballs. I have done everything I could think of for the last 24 hours -- through the washer twice, sink with simple solution twice, Febreze and allowed to dry, hung outside in the breeze and in the sun, laundry soap + Fels Naptha soap, dryer on low heat, now carpet cleaning soap, in the dryer again on low heat. It's a lot better but still reeks enough she can't wear it for her sake or ours -- and the house reeks from it. This did not happen with the yellow one three years ago.

Anyone have ANY ideas how to get the smell out? Thanks for any and all suggestions.

Note: Picture taken to celebrate RAIN yesterday and even 5 minutes on her just for the shot made her smell of it after removal!

I will be trying every idea so keep them coming! She really needs this slicker because it is long in front, other ones are much shorter in front and mainly that is what I am protecting, her whole chest.
 
According to Amazon reviews, recent people are reporting this toxic smell just in the past year. Before that, no problems.

I researched the company itself and there is no company. It's "Guardian Gear" which is produced for Tops Pet. Someone on a link to their business registration said they are out of business. Many people were griping about all their products and having no success actually finding the company.

It was only $10 -- but it is perfect for Melli. If I can't get the smell out I will order an infant's rain poncho and go from there. I can also order a real raincoat like from Fosters & Smith but I don't want heavy, I want lightweight for summer.

It is soaking in vinegar. Last time I checked it was better smelling. I think am making progress. Maybe. We will see after I run it through the dryer again. That also seems to help some.
 
I would also try just hanging it outdoors for a few days. Slicker material is usually petroleum based, so there can be nasty odors. We had to air out jackets at a company I worked at before we sent them out because they stank so bad.:ick
 
I bought a gel foam mattress topper from Costco - it is so comfy, but I honestly thought I would have to return it, as it smelled really awful. I left it in the spare room for about a month before the smell finally completely disappeared and now I just love the thing! I think your best bet it to hang it outdoors for a few days and let it off gas.
 
I'm not sure I would put it through the dryer, heating up the plastic may accelerate the off gassing.

I've had great luck getting smells out with charcoal fabric but since that's prohibitively expensive, I would use activated charcoal. Put some in a muslin bag and hang that with the slicker outside. You don't want the chemicals to be hanging around the house, better to let it dissipate outdoors.
