I forgot to mention, Toby stands up to tables and counters too. He got a bunch of carrots that I had put down to give the dogs in their crates once. He stole them from the table in our entryway.

We're just careful not to leave anything near the edges of the counters. This habit doesn't seem to be getting any better and I'm not sure that it will, since its obvious he's stolen things from his previous family. Doesn't seem to be too big a problem though, he's not sneaky about it at all and always does it when we're in the room with him.

Sadie does that some times when she's being goofy and playful.

Its not a behavior that I really like and can get annoying, but something I've learned not to correct too harshy either (long story).

The way I would gently correct the problem, would be to slide your hand down the leash until it reaches her collar and then with two hands on either side of the collar, push her down. Don't make eye contact or say anything (she wants your attention, which you're not going to give her). When she's calmed down start walking again and praise her for walking nicely. If she rears up again, repeat the process.

I'm sure she'll catch on quickly, you all shelties, I'm sure she's a genius.

I appreciate your suggestion, what I have been doing is untangling her front leg and putting her down but I like the idea better of sliding my hand down the leash.. I think its a good idea also not to give her any attention.
