Saddest picture of sheltie needing adoption

I just had another look at Rusty and he looks much better now!:biggrin2: But he still doesn't look anything like a sheltie. Can anyone see what I'm not seeing?:confused2:
 
He hardly looks like the same dog. In his first mangy picture his face sure did look like a sheltie. Not so much here. I don't want to go by coat since it looks like it's just growing in and his skin is still visible. I wish his first picture was still online to see the his comparison for progress.
