I am getting more and more confident about Sandstorm coming when called. He does this 100% of the time with me now!!! We went on two walks at our conservation area, it is at least 40 acres of trails and woods. I still keep him on a leash and let him drag it. Today I had him on a 4 ft leash. Started with a 15 ft, then 10. I am still wary of other dogs though, we met two today, no owner. I hate that. It was okay though. Sandstorm will look at me as if to check my responses in these situations. 
If we are at the pond near the road, I have him on the 10 ft leash and let him drag it. Yesterday at the conservation area we met another sheltie!! They seemed to like each other, this sheltie however was not groomed very well, bad fur day. He seemed well-loved though, so I didn't have the heart to tell the owner that shampooing him with human shampoo maybe wasn't a good idea. Also what is cute is when we walk out the front door (me first, then dog) Sandstorm will sit and wait for me to say "okay", and then ofcourse try to pull me down our front lawn, which is a hill.
Things are getting better, definately!! Ofcourse we have annoying days like two days ago with non-stop barking at the T.V. and front door. There was a rotating in the crate for 1 minute, out of crate, back in for 1 minute, out, in, (squirting water in his face did not work, tried that for 2 weeks) until finally he wanted to stay out and stopped the behavior- which was rewarded with playing ball. This same day I also had bad luck with food ordering- went to Friendlys, ordered a kid size sundae-vanilla with caramel sauce, got a a chocolate ice cream with chocolate sauce instead. Went to Dunkins and ordered one old-fashioned doughnut, got 3 instead. No food rewards for Sandstorm either, they don't work with him. Call it bad luck with food- I also hate to cook-anything. Half the time I used to forget Sandstorms treats anyways when out of the house. He really responds to "GOOD DOG"!! Kiss kiss, pet pet.
We really adore Sandstorm, and even though we are looking forward to our London trip (finally) next week, we dread putting him in the kennel only because he is our baby and we will miss him so much.
