My dogs don't play a lot. Honestly, my older boy (6 years) just started to play again after nearly 4 years of not being the slightest bit interested in toys. But, even now, he can loose interest quickly and only wants to play with me. Some dogs simply aren't interested.
Good luck with training your rescue to play and interact with you. It should prove to be a great relationship building time for both of you.
Something else to consider given your dog is skiddish. Try taking him to classes for rally obedience or agility. Both of these performance sports are great confidence builders for a dog. Just make sure you are going to a facility that uses positive training techniques because that will help build his confidence and trust in you. The last thing you need with a skiddish dog is harsh training techniques.
