Maybe you could "borrow" an application form from any of the Sheltie rescues that post them online? Most of them ask detailed questions about the home life, plans to keep the Sheltie occupied, etc. And, especially ask for references.

If it's hard to place him, go for someone with a lot of experience with dogs generally and don't get too hung up on the breed question. Maybe local groomers and kennels will know of trustworthy dog enthusiasts or reputable no-kill shelters.

If you yourself have plans to move, and the situation is expected to get better, maybe someone could foster him for you until then?

Kudos for being willing to consider what's best for your dog. I hope it all works out.

I agree you do need to contact the breeder regardless if she has a new litter of puppies. They always want them back no matter how long you have had him.

oh my...your post tears at my heart. Shelties are people puppers. They hate being alone or ignored. Many shelties that are alone or ignored will also start howling. Please do not take him to a shelter. Since I run a rescue I have had many peole tell me they had to turn their pups over because of their busy schedules. Shelties being the intelligent animals thay are, can be trined or retrained. I have had several older dogs who I retrained with little or no problems. Please c0ontact a sheltie rescue group in your area. Many rescues will even come get the dog regardless of how far it may be for them. If you do not have a local rescue, please let me know. I am sure I can get you in touch with a rescue willing to help if needed. I would shy away from crating him if his actions are that worrisome. He is lonely and in need of intereaction with his humans. Crating him may just make his behavior worse
