Small puppy?

Even with size charts, the final size is always a bit of a surprise. A good breeder will be able to make an educated guess at the final size of a dog based on the history of their lines. Even then, the final size may smaller or larger than expected.

A good example is my boy Keiran. My breeder knew he was going to be small and expected him to be under 13 inches. For the first 8 months he tracked, on the chart Cara (@Cubby2014) linked to, undersized, meaning under 13 inches. All of a sudden, at about 9 months, he had one heck of a growth spurt and was pushing close to 14 inches. He settled back to about 13.5 inches. (All these measurements are at the withers.)

Ultimately size doesn't matter unless you are planning to do conformation shows. If the dog is healthy, and wasn't intentionally bred to be small, there shouldn't be a problem.

She wasn't intentionly bred to be small, (her mom is small, 12" & 12 lbs. her dad is 14" & 17 lbs
Did you ask the breeder what she thought the pups size would be? For my dog Piper the breeder was spot on for what she predicted his size would be, said he'd be about 14 1/2 inches and that's exactly what he is.[/QUOT

She wasn't bred to be small, her mom is 12" & 12 lbs, dad is 14" & 17 lbs. The breeder said she would be small & closer to moms size. The vet said she would be small. I was concerned about her weight because she tested negative for hookworms, 5 days later she was sick, vomiting & the runs. It was after hours so I took her to emergency vet. She tested positive for hookworms. It's taken 2 months to get A negative test. I was wondering if it slowed her growth after so long. She is health & doing great now. Thanks for telling me how to post pictures :)

I also have a very tiny sheltie - Spirit is full grown now at 12" and 11-12 pounds. I think she's the perfect size. When she was 8 weeks she was also around 2 1/2 pounds, and when I brought her home at 11 weeks she was 3.1 pounds. She was not bred to be small - one of the other puppies in her litter is actually over, and the other 4 are average sized - but she is perfectly healthy. Just a very petite little girl.
She's so cute!!
