From Lew Olson's book (that I always recommend):
Causes of Pancreatitis:
1. Hyperlipidemia (high cholesterol, she says common in Shelties)
2. Hypercalcemia, oversupplementing of calcium, or parathyroid condition
3. Certain drugs; steroids, antacids, some antibiotics
4. Thyroid problems
5. Obesity
6. Cushings
7. Insecticide exposure
So it sounds like you have met at least a few of those conditions, and so it would be rational for the values to be up, even if the dog is not showing symptoms. If pancreas is anything like kidneys, they don't show symptoms until the pancreas is functioning at less than 25%.
Recommended foods:
*50% of diet*
White meat chicken (skin/fat removed)
Lean or low-fat ground beef (drain excess fat if cooking)
Beef heart (fat removed)
Egg Whites
Low-fat plain yogurt or cottage cheese
*25% of diet*
Low-glycemic Veggies, well cooked. Broccoli, cabbage, dark leafy greens, spinach
*25% of diet*
Starchy foods. Sweet potatoes, oatmeal, rice, barley
She says to supplement digestive enzymes, probiotics, and l-glutamine, as well as adding EPA fish oil (1,000 mg per 20 pounds of body weight) and vitamin C, E and B-complex.
Like I've said before, were this my dog, it would go on a 100% raw diet, with all but the thyroid meds removed. Simplify, simplify, simplify. Then reevaluate.
